It gives me great pleasure to convey best wishes from myself and the people of Lethbridge area to Quebecers on the occasion of the 400th Anniversary of the founding of the city of Quebec. I’m also happy to provide a copy of Mr. Dion’s statement in both official languages marking the occasion and I wholeheartedly concur with his sentiments - la ville de Quebec:

Au nom du Caucus libéral fédéral je souhaite aux habitants de la ville de Québec un formidable 400e anniversaire, fêté dans la joie et la fierté.
L’arrivée de Samuel de Champlain « là où le fleuve rétrécit » a marqué le début d’une épopée exceptionnelle pour la ville de Québec. Les 400 ans que nous célébrons ont vu cette ville magnifique progresser, innover, prospérer et atteindre une renommée internationale bien méritée. Aujourd’hui, le rayonnement de Québec dépasse les limites de la ville et s’étend d’un bout à l’autre de l’Amérique.
Cet anniversaire revêt une importance particulière parce qu’il marque les 400 ans du berceau des francophones d’Amérique et de la civilisation française en Amérique. La vitalité du français au Québec et dans le reste du Canada, ainsi que la permanence du patrimoine francophone en Amérique, émanent en grande partie de la fondation de la ville de Québec et du courage de ceux qui, au fil des ans, ont fait de cette ville un bastion de la langue française.
La ville de Québec peut être fière de ce qu’elle a accompli tout au long des 400 dernières années. Je souhaite que cette année de célébrations serve non seulement à perpétuer le souvenir du chemin parcouru, mais aussi à ouvrir la voie vers 400 ans – et plus encore – de formidables occasions de progrès et de prospérité.
Encore une fois, je souhaite à cette ville magnifique un fabuleux 400e anniversaire rempli d’agrément pour tous ceux qui y habitent et pour tous ceux qui, de partout dans le monde, vont venir partager ces moments de fête.

Statement from the Honourable Stéphane Dion, Leader of the Official Opposition, on the 400th Anniversary of Quebec City
On behalf of the federal Liberal Party and our parliamentary caucus, I would like to extend to all Quebecers my best wishes for a happy and successful celebration of the 400th anniversary of the founding of Quebec City.
The arrival of Samuel de Champlain at the point where the St. Lawrence River narrowed marked the start of Quebec City’s exceptional development. Today we celebrate 400 years in which this magnificent city progressed, innovated, prospered and achieved international recognition. Over its 400-year history, this once tiny settlement’s people and influence have spread throughout North America.
For 400 years, Quebec City has been the cradle of francophone civilization in North America. The vitality of the French language in Quebec and Canada, and its survival elsewhere in North America, stems from the founding of Quebec City and the courage of those who made it a bastion of French language over the years.
Quebec City can be proud of what it has achieved in the past 400 years. This year of celebrations should commemorate the past, but also look ahead to the next 400 years, which will be, I’m sure, also filled with prosperity and great opportunities.
Again, I wish this magnificent city a fabulous 400th anniversary, full of enjoyment for its inhabitants and for those from around the world who come to share in these festivities.
